Statement of Purpose for the Foster Care Review Task Force
At the conclusion of the Joint Sunset Committee’s (JSC) 2011 review of the Child Placement Review Board
(CPRB), the JSC validated the continuation of the Board ‘s role to conduct the administrative review for the
state of Delaware, as codified in 42 U.S.C. § 671(a)(16), 675(5)(A)-(G) and 675(6). The testimony
provided at the Board’s public hearing during the JSC’s review revealed to the JSC members that the
Board has been prevented from functioning as envisioned by the General Assembly. Specifically, the
hearings and reviews conducted by Family Court and those conducted by the Board are not coordinated,
nor is the input from the Board utilized in the manner envisioned by the General Assembly. Recognizing
that in order for the Board to function as envisioned, it would require practice and policy changes by the
Board, Family Court and others, the JSC recommended the formation of a Task Force to examine
Delaware’s review process and identify the necessary modifications to eliminate redundancy and improve
efficiency.
