The Honorable Monica A. Horton

The Honorable Monica A. Horton was appointed to the Superior Court of Delaware by Governor Matt Meyer on June 26, 2025.

Judge Horton graduated from the University of Delaware with a Bachelor of Arts in Biology and a Bachelor of Science in Nursing. After practicing as a Labor and Delivery Registered Nurse for several years, Judge Horton attended Temple University Beasley School of Law, where she served as an Associate Editor of the Temple International & Comparative Law Journal. Following her graduation from law school in 2007, Judge Horton completed a clerkship in the Family Court of the State of Delaware for the Honorable Arlene Minus Coppadge and the Honorable Robert B. Coonin. Judge Horton subsequently joined the firm of Marshall, Dennehey, Warner, Coleman, and Goggin as a medical malpractice associate in the Healthcare Department.

Judge Horton's career in public service began when she joined the New Castle County Government Office of Law in January 2013, where she defended New Castle County's interests in litigation and workers compensation matters. She subsequently joined the Delaware Department of Justice in 2016, serving as general counsel for the Delaware Department of Health and Social Services, Division of Medicaid and Medical Assistance. In 2020, Judge Horton was appointed to the Court of Common Pleas, where she served until her appointment to the Superior Court for the State of Delaware in 2025.

Judge Horton's present term ends on June 26, 2037.
