Board of Bar Examiners

Pursuant to Delaware Supreme Court Rule 55.2, a lawyer who is a member in good standing of a recognized legal profession in a foreign country, the members of which are admitted to practice as lawyers or counselors at law or the equivalent and are subject to effective regulation and discipline by a duly constituted professional body or a public authority, may file an application with the Board of Bar Examiners for a Delaware Certificate of Limited Practice as a Foreign Legal Consultant.

The application for a Delaware Certificate of Limited Practice as a Foreign Legal Consultant consists of two parts:

  1. The Board of Bar Examiners application located in the frequently needed forms box on this page.
  2. The National Conference of Bar Examiners application for a Character Report.

An application may be submitted at any time. Applications will be considered once they are complete. An application is considered complete once the Board receives both the application and the NCBE Character Report.
